137.11 LINE OF COMMUNICATIONS.
   In the event any Police Officers or Village officials or citizens wish to inquire of the Police Department regarding any matter whatsoever, such request or inquiry shall be furnished in writing to the Chief of Police, who shall respond thereto.
   (a)    In the event the Chief of Police fails to respond within seven days, the inquiring party shall forward a copy of the request to the Mayor and the Public Safety Committee.
   (b)   The Mayor shall respond to the inquiry within three days, and shall advise the Public Safety Committee of his response to the inquiry.
   (c)   In the event the Mayor fails to respond within three days of his receipt of such inquiry, the Public Safety Committee automatically obtains jurisdiction of the inquiry, and shall respond or handle the same forthwith. This procedure is available for personnel complaints within the Department as well as inquiries from outside sources.
