(a) Any overpayment of fines and costs on any waiverable violation shall not be refunded to the payee or violator if the overpayment is less than five dollars ($5.00).
(b) The Clerk of Mayor's Court, as Clerk of the Village of Boston Heights Violations Bureau, shall not refund any overpayment of fines and costs that were mailed to the court on any waivered violation when such overpayment is less than five dollars ($5.00).
(c) All overpayment of fines and costs that are less than five dollars ($5.00) shall be credited to the General Fund of the Village.
