Unless specifically stated otherwise by Council:
(a) The Mayor shall be designated to co-sign contracts with the Fiscal Officer.
(b) The President Pro Tempore is authorized to co-sign contracts in the event the Mayor is not available to do so.
(c) The Village Solicitor shall review for form and correctness and then sign all contracts for the Village prior to authorizing any officer to sign any such contract.
(d) The Fiscal Officer shall authorize that the required funds for each contract and purchase are available and not appropriated for another purpose. If the Fiscal Officer determines that the designated funds are not available then the Fiscal Officer shall not authorize the finalization of the contract.
