(a) All employees of the Village shall accumulate seniority of employment whether or not their employment with the Village is in an appointed or an elected capacity.
(b) Those employees in an appointed capacity who assume the obligation of an elected position and during the period of their term of election leave their appointed position, later returning thereto, shall continue to accumulate seniority with the Village.
