720.14 APPEAL TO COUNCIL.
   (a)   In the event the Board denies an application, the applicant may appeal its decision to Council within thirty days and Council may by majority vote act on the application, subject to the limitations set forth in this chapter.
   (b)   Any person who changes or alters or permits a change or alteration in the grade or topography of a lot or land without first having obtained a permit to do so, or proceeds to make changes in grade or alterations in topography after a permit to do so has been revoked, or fails to complete the change or alteration in grade or topography in the manner specified or provided by the permit, shall be deemed guilty of a misdemeanor of the first degree and each day such violation continues shall constitute a separate offense.
