The following regulations shall apply to the collection of garbage and rubbish:
(a) No person shall collect or transport garbage or rubbish within the Municipality who does not have a written contract with the Municipality for this purpose except for commercial properties. Council may determine to grant an exclusive contract to one trash hauler.
(b) All garbage and rubbish shall be hauled in a vehicle with an all-steel, leak proof body. Spillage or drippage from vehicles transporting garbage and rubbish shall not be permitted. The vehicle shall be washed and treated with a disinfectant as often as necessary to prevent nuisance.
(c) No person shall collect garbage or rubbish in the Village in any vehicle between the hours of 9:00 p.m. and 7:00 a.m. of the following day.
