No regional transmission lines shall be erected unless the construction thereof is in full compliance with the National Electrical Safety Code issued by the Department of Commerce of the United States, or the National Gas Transmission Code, or with any Ohio statute or regulation and in accordance with the customs and usage of the highest degree of safety standards and practice. No such structure shall be erected with climbing devices. Any substation erected shall have a standard chain-link fence at least seven feet high entirely surrounding the substation.
