No regional utility shall erect any supporting structures, fixtures and appurtenances connected thereto used in direct connection with or necessary for the operation or safety of such electric line until an application has been made to the Building Inspector of the Municipality for a permit for each structure with construction details set forth thereon, or appended to such application.
