No person, firm or corporation, partnership or association, being or operating a public utility shall erect, construct or maintain any regional utility transmission line or structure within the corporate limits of the Municipality or in, over or through any of the streets, alleys, lanes, lands, squares or public parks without first securing the consent of Council by a duly enacted resolution thereof.
