(a) A private road shall be created by means of an easement for access. Such easement(s) shall be recorded with the Summit County Recorders Office and indicate all parcels that are or may be affected. The easement shall have a minimum width of fifty feet with a minimum turnout radius of twenty-five feet where it joins a public road.
(b) An association shall be formed to maintain a private road and that the individual lot owners shall acknowledge in their respective deeds that they understand the road is private and no governmental body is responsible for the care and maintenance of the road.
