(a) No person shall construct or alter any new or existing driveway entrance leading from a dedicated and accepted street or highway to private property, or lay, install or renew any drainage pipe thereunder without first obtaining a permit from the Street Commissioner.
(b) Upon application for permit as required in this section, the Street Commissioner shall inspect the applicant's proposed construction or alteration in the driveway entrance, inform the applicant of the requirements of this chapter, and only if appropriate, issue a permit for the work. The Street Commissioner shall thereafter undertake and/or supervise such construction or alteration to insure compliance with the provisions of this chapter.

(c) Only asphaltic material or loose aggregate shall be used in the installation of a driveway entrance. (No concrete or brick.) In approving a permit under this chapter, the Street Commissioner shall determine how much of the driveway entrance shall be governed by the provisions of this section. If a property owner uses concrete and/or a material other than asphaltic material or loose aggregate and has failed to obtain a permit from the Street Commissioner the property owner shall be responsible for all costs related to removing the improperly installed driveway entrance.
