No person shall neglect or refuse to affix to or inscribe on any building owned by him the street number assigned to such building by the Commissioner of Inspectional Services; nor shall any person affix to or inscribe on or suffer to remain on any building owned or occupied by him a street number other than the one assigned to such building by the Commissioner of Inspectional Services.
