   16-2.3   Tobacco Products, Distribution in Public Places.
   No person shall, except at full retail price, in or upon any part of the streets, parks, public grounds, public buildings, other public places within the City of Boston distribute any product containing tobacco or non-tobacco cigarette products for any commercial purpose.
