The purpose of this chapter is to protect and promote the health, safety and welfare of those persons renting residential property as well as the general public. This will be accomplished by establishing reasonable minimum requirements for residential rental property within the City limits. The Crime Free Multi-Housing Program is intended to help prevent crime and protect the value of property and the safety of our community.
The provisions of this chapter apply to all residential rental property within the City limits, used or intended to be used for human occupancy. The following residential structures are exempt from these rules:
1. Owner-occupied single family dwellings; as long as said unit is occupied by individuals that fit the definition of “family” set forth below;
2. Hotels, motels;
3. State-licensed health and custodial facilities;
4. Other residential occupancies specifically regulated by state or federal authority;
5. Fraternity and sorority houses
