The inspection of electric wires, apparatus, fixtures, poles, conduits, etc., or the granting of certificates by the City Electrical Inspector shall not make the City liable on account of, or the granting of such certificates, or lessen the liability of persons owning, operating or installing such wires, apparatus, fixtures, poles, conduits, etc., which would exist in the absence of such inspection and control or the issuance of such certificates under the provisions of this chapter.
