   Any complaints arising from the erection, location, or operation of an antenna and/or tower shall be first addressed to the company owning or leasing the antenna and/or tower. If the complaint is not adequately addressed, the complaint shall be addressed with the Council. If the complaint is still not adequately addressed, the complaint will be referred to the FCC (Federal Communications Commission) or the appropriate department thereof.
