The provision of this chapter shall be administered and enforced by the Director of the APC. The Director may be assisted by the staff of the APC. The Director shall have final authority on all matters of administration and enforcement subject to the guidance of the APC and BZA. Appeal from the decisions of the Director may be made to the BZA. Recourse from the decision of the BZA shall be to the courts through procedures provided by law.
