(A) All developments shall be eligible for an open space reduction as set forth in the following Table of Open Space Incentives.

(B) The APC may approve a development plan and thereby grant a waiver to reduce required open space in compliance with this section only upon finding that:
(1) Total open space reductions shall not reduce open space below 25% for the project.
(2) Open space reductions have not affected any primary conservation areas.
