(A) The APC, in accordance with the I.C. 36-7-4-1400 series, shall have sole authority regarding preliminary and final approval of development plans.
(B) In cases of PUD which require both development plan and subdivision approval, the development plan may act as both, upon written request by the applicant and written agreement by the Director.
