(A) Approval of a development plan by the APC shall be required in any zoning district where:
(1) The district column in the Authorized Uses table is marked with a “D”;
(2) Any application for PUD; and
(3) Any request to develop a subdivision utilizing the density incentives provided for in this section.
(B) The purpose of development plan approval shall be to:
(1) Provide residential multi-unit development under common, private ownership and PUD the same creative opportunities and guiding standards afforded under Chapter 156 of this code; and
(2) Provide for a review of proposals requesting density incentives for compatibility with surrounding land uses, while prompting and protecting public health, safety and general welfare in accordance with the comprehensive plan.
