Structures originally designed for occupancy by two families or less converted to occupancy by more than two families shall secure an improvement location permit. The structures shall show no evidence of change to indicate the extra dwelling units. All fire escapes or stairways leading to a second or higher floor shall be completely enclosed within the converted building.
