(A) The Area Plan Commission, Department of Building Inspection, shall not issue a building permit for the construction or remodeling of any structure until a permit is issued in conformance with this subchapter.
(B) This subchapter regulates all construction of driveways and filling of ditches within county road right-of-way. A permit shall be required of any person, firm or corporation who wished to construct any driveway of fill any ditch, regardless of whether of not the person, firm or corporation must obtain a building permit.
