No utility company may disturb existing storm drainage facilities without the consent of the Boone County Drainage Board and/or Boone County Surveyor, whose decision may be appealed to the Boone County Board of Commissioners, All existing drainage facilities shall have senior rights and damage to said facilities shall result in penalties as prescribed in §§ 53.100 through 53.105 and § 53.999 of this chapter.
