(A) Anyone who believes he/she has been subjected to or has observed discrimination as prohibited by any federal, state or local regulation may file, or cause to be filed, a complaint with the Judge/Executive.
(B) The complaint must be submitted in writing stating the nature of the discrimination and facts upon which the allegation is based.
