§ 31.41 MERIT BOARD CHIEF EXAMINER.
   (A)   The Board is to employ a qualified Chief Examiner experienced in testing, who will be under the Board's sole supervision. The Chief Examiner will be responsible for the design, administration and evaluation of written tests required for promotion.
   (B)   The Chief examiner shall select a three member panel (members from outside agencies, of at least the same rank and field to which the applicant seeks promotion) to administer oral exams.
   (C)   The Chief Examiner shall deliver the final scores of the applicants for promotion in a manner that will ensure complete privacy and confidentiality of the applicants and their scores. The scores shall only be released directly to the chair of the Merit Board.
