§ 31.01 ESTABLISHMENT OF COUNTY DEPARTMENTS.
   The county government will provide the following services:
   (A)   Animal shelter.
   (B)   Assisted housing.
   (C)   Building inspection.
   (D)   Emergency management.
   (E)   Golf course.
   (F)   Historic preservation.
   (G)   Human services, adult and juvenile.
   (H)   Parks and recreation.
   (I)   Police.
   (J) Public Works.
