§ 30.02 POWERS AND DUTIES OF JUDGE/EXECUTIVE.
   (A)   The Judge/Executive shall prepare, maintain and submit to the Fiscal Court an organizational chart showing the agencies and departments of county government.
   (B)   The Judge/Executive shall prepare a mission statement and set of values for the county departments. Each department will develop their own mission statement, values and general plans to accomplish their goals.
   (C)   The Judge/Executive shall cause each department and agency to prepare a concise statement of their function and services provided. The statement shall be available upon request by the Fiscal Court.
   (D)   The Judge/Executive shall continually review the organization of county government and may recommend reorganization of any agency or department of the Fiscal Court. The recommendations shall list reasons for the reorganization, cost ramifications and effect on personnel and facilities.
   (E)   Reorganization plans requiring significant budgeting changes and/or impacting relationship with outside agencies shall be submitted to Fiscal Court for review 30 days prior to implementation. Reorganization for the sake of operating efficiencies that do not adversely affect the budget process may be implemented upon notification to the Fiscal Court.
   (F)   The Judge/Executive and/or Fiscal Court may cause the records and accounts of any agency to be examined at any time.
