(A) Upon the occurrence of snow, sleet or freezing rain and after consultation with the County Sheriff’s Department, County Public Works Department, County Emergency Management and the County Judge/Executive’s office, a Snow Emergency may be declared by the Boone County Judge/Executive’s Office directly or through the Boone County Emergency Management Department. Upon such declarations, all major media outlets and the public shall be notified by the most expedient method as practicable under the circumstances.
(B) Snow emergencies may be declared at one of the following levels:
(1) Level one: roadways are hazardous with blowing and/or drifting snow, roadways may be icy. Motorists are advised to use caution due to hazardous road conditions resulting from these conditions and possible accumulations of snow and/or ice.
(2) Level two: roadways are extremely hazardous due to accumulated or blowing snow and roadways may be icy. Only essential travel is advised.
(3) Level three: roadways are extremely dangerous and travel is restricted to the following: public safety and emergency personnel, travel to and from work if attendance is required by the employer and travel for medical purposes or to obtain necessary provisions. Travel for any other purposes is considered to be non-essential and violations may be enforced by law enforcement personnel. Violators are subject to prosecution.
(C) The declaration of a snow emergency, at any level, shall not prohibit travel to and from work. Citizens are urged to contact their employer to determine whether they should report to work.
(D) During snow emergencies, where snowfall accumulation is two inches or greater, no vehicle may be parked and no person, corporation, partnership, joint venture, unincorporated association or any combination thereof may park or permit any vehicle to be parked upon any county road right of way.
(E) During snow emergencies, the County Public Works Department may, at its discretion or as ordered by the Office of the County Judge/Executive, assist in clearing non-county or state-owned roadways.
(F) Any person who violates the provisions of a level three snow emergency in division (B)(3) of this section or parking on a county road right-of-way in division (D) of this section shall be subject to being issued a citation pursuant to § 71.99 of the Boone County, Kentucky, Code of Ordinances.
