§ 150.75 ELECTRICAL INSPECTORS.
   (A)   Contract with county. Electric Inspectors shall be contracted with the county prior to engaging in electric inspections in Boone County. Contracts shall be for one year and shall be automatically renewable.
   (B)   Termination of contract. Both the individual electric inspectors and the county shall have the right to terminate their contracts at any time with 30 days written notice.
   (C)   License required. No person shall make an electrical inspection in the county or issue a certificate of approval for electrical installation without first obtaining an Electrical Inspector license from the county, licensing him or her as an authorized inspector in the county. In addition to obtaining an Electrical Inspector license, any person conducting electrical inspections in the county must obtain an occupational license from the county.
   (D)   Qualifications. The county shall not issue an Electrical Inspector's license to any person until the Building Inspector of the county has certified in writing to the license issuing authority that the applicant has been certified by the Kentucky Commissioner of Housings, Buildings and Construction as an Electrical Inspector.
   (E)   Duty of the electrical inspection; inspections. The Electrical Inspector shall inspect all electrical wiring, construction and installation of electrical conductors, fittings, devices and fixtures for light, heat or power service equipment to ascertain the compliance with the National Electrical Code incorporated into the Kentucky Building Code and the Kentucky Residential Code promulgated pursuant to KRS 198B.050 or the standards of safety of the Commonwealth of Kentucky (See KRS 227.450(5)).
   (F)   Inspection fees.
      (1)   The Electrical Inspector shall have the right to charge a reasonable fee, as set forth in this subchapter, which shall be the full and complete compensation for services rendered in the making of such an inspection. The fee shall include a rendering of a written report and an inspection survey report when requested by the county's Building Official.
      (2)   The fee shall be paid by the contractor or person performing or installing the electrical wiring or equipment. No part of the inspection fee shall be paid by the county.
      (3)   The fees to be charged and paid for the inspecting and issuance of the certificate of approval shall be as follows:

         (i)   Airport inspections. All inspections that are in the airport where security checkpoints must be passed, such as in concourses, are a minimum charge of $50 per trip.
         (j)   Specialized. For all specialized inspections such as fire alarms, security systems, low voltage, etc. - contractors must call electric inspector for inspection fees.
         **Any other fees not noted on this schedule shall be at the discretion of the electric inspector based on a master electrician's hourly rate.
   (G)   Inspections only of work by licensed contractors.
      (1)   The Electrical Inspectors shall only inspect and approve work done by electrical contractors, electricians and master electricians who are duly licensed by the county and owner-occupants of single-family dwellings who perform electrical work on their own property. Any owner-occupant performing electrical work on his or her own home shall so certify in writing to the Building Inspector before such work commences. Such certification is pre-requisite to inspection by the Electrical Inspector of any electrical work performed in a single-family dwelling that is not done by an electrical contractor, electrician or master electrician.
      (2)   The Electrical Inspectors shall immediately report to the county any electrical contractor, electrician or master electrician or any agent, servant or employee thereof who is performing or his or her performed electrical work or installations within the county who are not licensed by the county.
      (3)   The Electrical Inspectors shall immediately notify the Chief Building Official if they discover violations of other county safety codes and/or find evidence of the existence of other dangerous situations during their inspections.
