There is hereby created and established a local Building Code Appeals Board (the "Board") for Boone County, Kentucky, which shall have a maximum membership of 12 persons. Five persons shall serve as regular members. The remaining persons shall serve as alternates to avoid conflicts. In addition the Board shall be assisted by a secretary who shall maintain all records, and send all required notices and correspondence for the Board. Members of the Board shall be appointed by the Judge/Executive with the approval of the Fiscal Court and shall be technically qualified persons with professional experience in the building industry. At least one member of the Board shall be a certified building official. At least three members shall not be local government employees.
