(A) The town shall provide and install all meters, meter assemblies, and enclosures at the owner's or developer's expense except as provided at division (C) of this section.
(B) Commercial and industrial meters shall be of a size and configuration as deemed appropriate by a design professional and approved by the town.
(C) Taking into account the town's workforce resources and any other circumstances deemed relevant, the Administrator may require that the developer install meters, meter assemblies, and enclosures for new development or redevelopment involving either or both of the following:
(1) Multifamily residential use requiring installation or replacement of more than 12 meters; or
(2) Commercial use requiring installation or replacement of meters 1.5 inch or greater in size. Any such installation by a developer must be inspected by and completed to the satisfaction of the Administrator.
