The purpose of this chapter is to promote the public health, safety, prosperity, aesthetics and general welfare of the citizens of the town and is designed to provide the legislative enactments required under Pub. Law No. 92-500, as amended, and applicable federal regulations for the acceptance of construction grants to improve the quality of effluent discharges from waste treatment works. It is further intended to provide for administration and enforcement of the chapter and to provide penalties for its violations.
