Except where this code specifically provides procedures for appeal, a notice of violation or civil citation may be appealed to the Town Manager. The alleged violator (appellant) must notify the Town Clerk in writing of the specific grounds for the appeal within ten days of the date of the notice of violation or citation. The Town Manager shall schedule a hearing on the appeal within a reasonable time, not later than 14 calendar days from receipt of the written notice of appeal and shall consider all relevant evidence in reaching a decision. The Town Manager shall issue a written decision to the appellant not later than seven calendar days from the date of the hearing. The Town Manager’s decision shall be final and not appealable.
