§ 30.10 TAKING OFFICIAL ACTION.
   (A)   The Council shall proceed by motion. Any member may make a motion. A motion shall require a second; it brings the matter before the Council for its consideration. A member may make only one motion at a time.
   (B)   A motion may be withdrawn by the introducer at any time prior to a vote. A substantive motion is out of order while another substantive motion is pending.
   (C)   Subject to § 30.13 and other provisions of law, official action of the Council shall be by majority vote. A motion shall be adopted by a majority of the votes cast, a quorum being present, unless otherwise required by these rules of the laws of the state.
