(A) The unit charges for debt service, operation, maintenance and routine replacement shall consist of a fixed monthly capacity charge and a variable charge based on usage. The fixed monthly capacity charge shall include an allowance for operation and maintenance costs resulting from extraneous flows (i.e., inflow and infiltration).
(B) User rates in effect shall be those established and approved by the Town Council.
(C) All users shall be notified, at least annually and in conjunction with their regular bill, of the rate for the user charge which is attributable to the wastewater treatment services.
