§ 50.256 USER CHARGE SYSTEM BIANNUAL REVIEW.
   The local government shall, not less frequently than biannually, prepare an estimate of anticipated costs for each category of user charge for the forthcoming fiscal year(s). These estimates shall be made in the form of a rate ordinance and shall be proposed to the local government for enactment.
