A. Officers: At the first meeting of each year, the committee shall elect a chairperson and create and fill such other offices as the committee deems necessary.
B. Procedural Regulations: Written procedural regulations for the transaction of business and hearings shall be adopted by the committee.
C. Meetings:
1. Regular Meetings: At least four (4) meetings a year shall be conducted from April through September, or as the committee deems necessary. The committee shall establish a regular meeting time and place. (1959 Code § 2-4-3; amd. 2003 Code)
2. Special Meetings: Special meetings may be called by the chairperson or any two (2) members. At least three (3) hours' notice shall be given of any special meeting unless all committee members waive this requirement.
3. Quorum: A quorum shall consist of the chairperson and two (2) committee members; however, the chairperson shall only be entitled to vote in the case of ties.
4. Minutes: A record of all minutes of meetings shall be kept and maintained in the office of the city clerk. (1959 Code § 2-4-3)
