All applications for pawnbroker's licenses or renewals thereof shall be presented to the county commissioners at a regular meeting thereof. No application shall be acted upon until a recommendation for or against the application is received from the sheriff; provided, that the county commissioners shall not be bound by the sheriff's recommendation.
