It is the finding of the board of commissioners of Bonner County that the enjoyment of certain small lakes located within the county depends upon maintenance of the appropriate scale of watercraft on such lakes for the preservation of water quality and wildlife and for the purpose of enjoyment of fishing and other quiet water related activities.
