§ 133.21 CONTROLLED SUBSTANCES PROHIBITED.
   (A)   Marijuana.
      (1)   It is unlawful for any person:
         (a)   To appear or be upon, or in, any street, alley, place of business, or other public place while under the influence of marijuana;
         (b)   To use, have, or possess marijuana upon or in any street, alley, place of business, or other public place within the town;
         (c)   To use or consume marijuana in any place within the town except as legally prescribed by a physician licensed to practice in the state pursuant to 63 O.S. §§ 420 et seq.; or
         (d)   To be about a place where marijuana is sold or furnished illegally.
      (2)   For the purpose of this section, marijuana shall have the same meaning as defined in the Uniform Controlled Dangerous Substances Act, 63 O.S. §§ 2-101 and 2-204.
   (B)   Medical marijuana.
      (1)   Pursuant to 63 O.S. §§ 420 et seq., a person in possession of a state issued medical marijuana license shall be able to consume marijuana legally and possess certain quantities of marijuana on his or her person and in his or her residence, and shall legally possess certain quantities of marijuana plants.
      (2)   A violation of this section occurs when a person can state a medical condition but is not in possession of a state issued medical marijuana license, as defined in 63 O.S. § 420.
   (C)   Methamphetamine.
      (1)   It is unlawful for any person:
         (a)   To appear or be upon, or in, any street, alley, place of business, or other public place while under the influence of methamphetamine;
         (b)   To use, have, consume, or possess methamphetamine upon, or in, any street, alley, place of business, or other public place within the town; or
         (c)   To be about a place where methamphetamine is sold or furnished.
      (2)   For the purpose of this section, methamphetamine shall have the same meaning as defined in the Uniform Controlled Dangerous Substances Act, 63 O.S. § 2-206.
   (D)   Heroin.
      (1)   It is unlawful for any person:
         (a)   To appear or be upon, or in, any street, alley, place of business, or other public place while under the influence of heroin;
         (b)   To use, have, consume, or possess heroin upon or in any street, alley, place of business, or other public place within the town; or
         (c)   To be about a place where heroin is sold or furnished.
      (2)   For the purpose of this section, heroin shall have the same meaning as defined in the Uniform Controlled Dangerous Substances Act, 63 O.S. § 2-204.
   (E)   Cocaine.
      (1)   It is unlawful for any person:
         (a)   To appear or be upon, or in, any street, alley, place of business, or other public place while under the influence of cocaine;
         (b)   To use, have, consume, or possess cocaine upon or in any street, alley, place of business, or other public place within the town; or
         (c)   To be about a place where cocaine is sold or furnished.
      (2)   For the purpose of this section, cocaine shall have the same meaning as defined in the Uniform Controlled Dangerous Substances Act, 63 O.S. § 2-206.
   (F)   Universality; controlled substances defined under schedules I, II, III, IV, and V of the Uniform Controlled Dangerous Substances Act. It is unlawful for any person:
      (1)   To appear or be upon, or in, any street, alley, place of business, or other public place while under the influence of any substance as defined in the Uniform Controlled Dangerous Substances Act, 63 O.S. §§ 2-204, 2-206, 2-208, 2-210, and 2-212;
      (2)   To use, have, consume, or possess any substance as defined in the Uniform Controlled Dangerous Substances Act, 63 O.S. §§ 2-204, 2-206, 2-208, 2-210, and 2-212 upon or in any street, alley, place of business, or other public place within the town; or
      (3)   To be about a place where any substance as defined in the Uniform Controlled Dangerous Substances Act, 63 O.S. §§ 2-204, 2-206, 2-208, 2-210, and 2-212 is sold or furnished.
