The provisions of these regulations shall supplement any and all laws of the state, other resolutions of the Village Council, and any and all rules and regulations promulgated by the authority of any such law or resolution relating to the purpose and scope of this chapter. Whenever the requirements of these regulations are at variance of any other lawfully adopted rules, regulations, or resolutions, the most restrictive or that imposing the higher standards shall govern.
