(A) Issuance of a special event permit upon application requires a certificate or other documentation that the sponsoring person, business, association or group has insurance in an amount not less than $1,000,000 per occurrence for the special event with the village named as an additional insured.
(B) Such insurance will be waived when the Village Council, by a majority vote, deems that the event applied for is of such a nature that the potential risk of harm or injury is slight or minimal.
