§ 110.01 DEFINITION.
   For purposes of this subchapter, a SPECIAL EVENT shall mean an activity of any person, business, association or group that meets any one of the following criteria:
   (A)   The activity substantially restricts the public from the normal use of and access to all or part of a public roadway, alley, right-of-way, sidewalk, park, pool or any other property owned or controlled by the village;
   (B)   The activity is anticipated to attract persons to a particular location, public or private, in such numbers or concentration that special parking, traffic, police or security measures are needed to protect the public safety, peace and good order of the village; or
   (C)   The activity includes the sale and consumption of beer, wine or liquor of any kind for the invitees to the event, whether on public or private property, that necessitate the obtaining of a special or temporary liquor permit, but if and only if consumption of any beer, wine or liquor of any kind is anticipated to take place outside of any building or permanent structure.
