The owner of private property which is served by the water distribution system and the water treatment plant by pipes connected with said system and plant to convey drinking water thereto and sewer collection system and sewer treatment plant by pipes connected with said system and plant to receive waste water thereto shall, as well as the lessee of the premises, are liable to the village for the monthly Yard Waste Recycle Center service fee whether or not said owner or leasor was the actual water or sewer customer.
