(A) In order to pay the expenses of operating and maintaining the Bluffton Yard Waste Recycle Center service of the village, and to make provisions of additional funds for the construction of improvements and betterment to the said facility, the rate shown in Exhibit 1 of Chapter 40 is to be paid by all water and sewer customers within the village corporation limits.
(B) The water and sewer customers described above may haul away for personal use the processed or finished mulch at no cost on a first come first serve basis as long as it is available.
