§ 54.21 BILLS.
   (A)   Bills for water service shall be rendered monthly and the due date for said bill for such service shall be paid by the tenth of the month in which such bill is rendered. Should any such bill remain unpaid after said due date, a penalty of 10% of such billing shall be added thereto. Should such bill remain unpaid for a period of 30 days after said due date, the Village Administrator is hereby authorized to cut off such service. Such service shall be resumed only upon payment of all outstanding bills, whether the same have been due 30 days or not, plus an additional fee of $25. If such bill is not paid within 90 days after such due date, the Fiscal Officer is authorized and directed to certify the delinquent bill to the County Auditor for collection as and at the time that other taxes and assessments are collected.
   (B)   In addition, the minimum monthly charge for all water services which has been shut off at the request of the property owner or lessee for the reason that the system incurs ongoing expenses even though such service has been shut off shall be one-half of the monthly minimum charge per month during any month or part of a month during which the water services are disconnected or shut off.
   (C)   Provided, that the property owner may waive, in writing, such owner’s right to existing water services to properties which are uninhabitable or from which the dwelling or other structure is to be or has been removed; and after signing such waiver, the owner shall be exempt from the payment of the one-half monthly minimum charge. Such waiver shall provide that in the event the reinstallation of water service is requested, such owner shall pay to the village the full cost of such reinstallation and appropriate benefit units. Such owner shall be liable for the payment of all outstanding bills for water service prior to the time such owner signs the waiver referred to herein.
