In order to pay the expenses of conducting and managing the waterworks utility of the village, and to make adequate provisions for payment of the interest, principal and other requirements on indebtedness incurred to finance improvements to such utility, the monthly rates for water service are found in Exhibit 3 in Chapter 40.
