A minimum monthly charge for sanitary sewerage service which has been shut off at the request of the property owner or lessee for the reason that the system incurs ongoing expenses even though such service has been shut off shall be one-half of the monthly minimum charge per month during any month or part of a month during which the sewer services are disconnected or shut off.
