(A) It is necessary to require property owners to install sanitary sewer connections to the village sanitary sewer system and that the village has the authority to require such connections pursuant to R.C. § 729.06.
(B) The Fiscal Officer shall cause written notice hereof to be given by to the property owners within the village that have yet to establish sanitary sewer connections and notice of the number and character of the connections required by personal service or certified mail service to the owners. The Fiscal Officer is authorized to serve the notice on any property owner who cannot be found by publication one time in the Bluffton News.
(C) The owners of each lot and parcel of land that do not now have a connection to the sanitary sewer and are notified by the Fiscal Officer as set forth above, shall have 30 days from the date of service of the notice to install said connections. If such are not installed by the property owners, the connection work shall be done by the village and the costs thereof, together with a forfeiture of 5%, shall be assessed against the lots and lands for which said connections are made.
