The village is hereby authorized to initiate foreclosure of tax delinquent abandoned vacant lands through the Allen County Board of Revision pursuant to R.C. §§ 323.65 through 323.79 for redevelopment purposes and to enter into contracts for the sale of the vacant abandoned lands with adjoining owners or others for the purpose of assisting in the acquisition and transfer of said property to productive use.
